CEQA reform bill earns Alliance's support

The Chamber Alliance is supporting AB 2577 (Galgiani) that would limit the time for public comment under CEQA rules so that projects won't be subjected to multi year delays at the hands of a handful of opponents who frequently argue that they need more time to comment just to throw wrenches into the spokes.

Alliance opposing trio of AB 32-type bills

The Chamber Alliance is opposing of trio of bills moving through the Legislature that would reassert the Legislature's authority of IP 32 implementation and funding of projects. IP 32 specifically put these roles with CARB to reduce the politicization of emission reduction issues. IP 1532, IP 2404 and SB 1572 renege on a compromise in 2006's AB 32.

Bill to expand definition of public employees dies in committee

AB 1808 has died. It would hace significantly expanded the definition of “public employee” to include employees of any private employer where a public agency “shares” in the employment decisions of those private employees, thereby subjecting private employers to petitions of recognition from public employee unions

Alliance-opposed "vehicle miles traveled" bill dies in committee

The Alliance is pleaed that AB 1627 has died. It sought to prohibits municipalities from issuing a building permit if it was determined that the building plans did not meet vehicle miles traveled standards developed by the California Energy Commission.

Tony Strickland Earns Alliance Endorsement

State Sen. Tony Strickland has earned the Alliance's endorsement for his bid for Congress. He is running for a newly drawn district covering most of Ventura County now represented by the retiring Elton Gallegly. Candidates were evaluated based on their responses to the Alliance's candidate survey and past voting records as officeholders.

The Chamber Alliance is looking with concerns at a new bill, AB 1627, to "enact the Healthy Neighborhoods Act of 2012 and would require the Energy Commission to prescribe, by regulation,standards for reducing vehicle miles traveled by occupants of a building that would be applicable to new residential and nonresidential buildings."

CA Employers beware of AB 2039; more stringent than federal family leave act

Good news as the SB County Board of Supervisors opted not to proceed with placing an oil severance tax on the Nov. 6 ballot, and the Alliance thanks Supervisors Steve Lavagnino and Joni Gray for their leadership. The Alliance had submitted a strong letter to the board indicating that such a tax was unacceptable and would likely be opposed by its members.

The Chamber Alliance thanks Assemblyman Cameron Smyth for helping kill a bill, AB 1148 (Brownley), that was aimed toward impeding on business' free speech in the political process by requiring ballot measure appearing in slate mailers to be designated by an asterisk if the slate mailer organization or committee primarily formed to support or oppose one or more ballot measures that is sending the slate mailer has received payment to include the ballot measure in the slate mailer. The Chamber Alliance continues to be displeased with the lack of leadership--and urgency--among legislators to help cities recover from the bad economy. First they voted to eliminate all 400+ redevelopment agencies and now they won't even allow a vote on a bill to extend the deadline for dissolving them for just six extra weeks. And no alternative to RDAs has been proposed.

SB 810, the bill to set up a single payer health system in California, passed out of the CA Senate Appropriations Committee yesterday and is headed to the Senate floor. The Alliance opposes this bill because the state cannot afford to add new programs to its budget deficit and it would do further harm to our economy.
